Looks like it could be marbled with alcohol inks. I found this for you which seems similar

Lots of people are using sharpie pens to get this result. Can't link as I'm on phone but of you search for sharpie marbling on YouTube there's tutorials.
The only thing I have heard though is sometimes sharpies can stain. Not tried them myself so can't comment from experience

Very easy to do using Sharpie pens. Finish your nails (in this case Shellac) with top coat and wipe off the sticky layer. Scribble little patches over the nail leaving some white showing. Take a brush and lightly dampen it with 99% Isopropyl Alcohol (CND Disperse) and touch it gently to the scribbles. The ink will form the patterns. You can add more ink if you want to - just play around. Once it is dry (very quickly) top coat again and you are done x
