Titanium dioxide *can* cause flashback. But it's all about the quantity contained & what other ingredients are in the mix. Overall TD is a positive ingredient. An anti inflammatory gentle spf suitable for sensitive skin. In low amounts it's an asset and it's in some of the most highly rated media friendly foundations available.

Bismuth does not flashback. However it is a core ingredient of many hd powders & they are famous for flashback - but not due to the bismuth.

Bismuth causes irritation in a tiny minority & usually only when present in large doses or in base makeup such as foundation. The reason it irritates occasionally is because the particles are larger & heavier than some others. The particles are also sort of diamond pointy shaped which means they can sometimes lodge in pores. However, the upside to the particle size/shape is it is great at filling & correcting. Imperfections, wrinkles, scars all blurred. It's also luminescent & reflective so provides a lit from within glow which is very flattering. Hourglass ambient light powders & guerlain meteorites are 2 very highly regarded examples of bismuth based finishing powders - neither of which flashback.
 
I use Jane Iredale which contains td and have no problems with flashback. All bismuth was removed from her products some years ago which makes it a great range for sensitive skins. I'm not a fan of bismuth as we have had several clients who have reacted to products containing it, especially when they get hot
