The best thing to do is to contact your local council as each council will vary in their requirements.
For my council it's the Food and Safety Team (go figure!)

Hi,
I imagine you have your answers by now, but here goes;
I'm registered & insured to carry out mobile body piercing.
I'm Bristol based, so my experience may differ to your own, rules vary greatly between councils.
I called the local council switchboard & asked for the department that deals with cosmetic skin piercing (the same dept that also deals with acupuncture etc.),
a visit was arranged where my set-up was checked, we had a talk, he gave me permission to go ahead, charged me an arm & leg & left. That's it.
If you absolutely know your stuff, it should be pretty easy.
He was the same man that gave me my licence to pierce in the salon.
Just call your local council & ask!
