Nail Art services?

Hulloo! I'm here again to ask some advice on what I should be offering under each service. What I mean is if you advertise a full set of nail art for instance, would that include a file and polish first then nail art on top - or would you be able to charge more for the file and polish. I don't want to be giving it away if it's not the done thing now do I!!!
I'm just a bit confused as to what would be expected to be included.

If the client is having a manicure or fill etc then the polish is included and just the nail art is extra. If they are coming in for just nail art and it needs a new polish base then I charge $5.00 extra. I only file if it is with another service, otherwise I might as well do a manicure.
