Nail art with pigment

Hey ladies!

I just saw someone I follow on Instagram posted an awesome set of nails,
It looked to me like pigment over gels with the method of dotting alcohol on the pigment, but when I asked the girl she said it was top coat? I am very confused and haven't seen a method like that, can anyone point me in the right direction?
