Its done with velvet flocking like these kits ;-) Velvet

If it's something you just want to try, go into your local Superdrug.
The MUA stand sells little pots of flocking for a few pounds.

guessing theres no way to make this work with shellac.. shame.. xxx

i believe that you can add this into the last topcoat layer of shellac or finish your shellac application and apply a layer of clear polish and apply the flocking, superdrug only do a smal range of coulrs for full range you will have to buy online
