Toners?

How do I make a toner/semi from a permanent tint? I used to know but years have lapsed and I have forgotten do I mix the peroxide with half conditioner?

im not sure i may have got mixed up , but i think its 30 mls tint, 30 mls 6 or 9% 60 mls water .

With my color line, Paul Mitchell, I use a 5 or 10 vol dev.(1.5 or 3%) + permanent color in equal parts on damp hair for up to 20 min. checking color at 10 minutes. Im sorry Im from the states and am not sure but i think our developers compare like this:

3% = 10 vol.
6% = 20 vol.
9% = 30 vol
12% = 40 vol.
