client base 6/0 used 12/1 + 40 vol Wella. Its gone yellow 9 and she wants it toned and slightly darker. Question I have is shall I use 1.9% or 4% with colour touch 9/16+8/0. I rarely need to tone so I'm a little bit worried

You need to counteract the gold but first decide on the level that you are aiming for. Illumina would be lovely to tone with. If it's an 8 your aiming for, maybe try 8/69 and pastel, 1:2.

12/1 would bring up quite a lot of warmth on a level 6. Maybe next time try 12/89 or 12/81? You could even add a little /81 into the mix.
 
Yeah I rarely use high lifts. On base 6 or under I normally use bleach. Client did not want bleach but high lift tint, her last hairdresser use to use it. she was looking for a base 9 ash.

If it's a 9 ash you're after, the 9/8 in kp with pastel
 
8/81 in colour touch with 1:9%
