Wella question

Say 55/46 is that 55 for grey coverage? The Line I usually use is 5/00 for grey cover.

If it is grey coverage would I need to use base with it too?
I'm loving some of the wella colours ATM and looking to move colour house and I'm really leaning towards wella.
