It is not to dilute the developer. It's to get a developer In between the 8 and 22. Ask a matrix expert and they will tell you

I've used 6% and even 9% before depending on the hair. I've used 9% on myself and you get a really vibrant look x

Depending on the thickness/length. The ratio is 2 scoops of powder, 2 scoops of developer and then one scoop of your chosen tone. You can double/half this if you need more or less [emoji5]️
