Blonde didn't lift using 12%

Help, I've coloured a friends hair, natural hair colour has ginger tones, I used 12% with the lightest blonde but still didn't lift much, I'm thinking a bleach bath tomorrow and then applying a toner to calm the warm tones, is this right or any other ideas how to achieve the ombre effect?. Also how would I do a bleach bath

Can you be more specific about what you used- 12% with the "lightest blonde there is" doesn't tell us what tonal value you used

I use 10/0 wella with 12%.

I think you should have used 12/1 + 12% a base 10 is still warm

Or something green based to kill the red?
