The way I read this quote is that if you are happy, you will be pretty. Therefore it is suggesting that everyone is pretty so long as you are happy. I think it is encouraging to women, its saying look after yourself, treat yourself, enjoy it and be happy. I love it and if the future quote is used, it will be received well

I do think happy people are prettier. Find a happy person and you find a person people WANT to be with.

I've known 'beautiful' people (looks-wise) that lack personality, are rude, conceited, etc. That makes them less attractive looking.

I've also known Plain Janes (men and women), who have such FAB personalities, it makes them better looking.

I'm sitting here with a massive migraine and hope I've explained myself, well.
