File and polish with gel confusing me

I keep seeing this on people's price lists.
File and polish with shellac or gel polish with no cuticle work for one price.
A full 'manicure' with gel polish or shellac for more money. The manicure usually just meaning they do cuticle work.
Surely we always have to cuticle work when applying gel polish or shellac? It's going to just lift off otherwise. Why has this become a thing? Does anyone offer it this way?

I offer a file & shellac on my price list, although I'm about to reword it. I offer standard cuticle work with my file and polishes otherwise the product wouldn't last. With a manicure, they also get exfoliation and massage xx

On my price list I offer CND Shellac which includes file of the nails and cuticle work then offer a luxury CND Shellac manicure which is a full standard manicure but with a gel polish instead of a normal polish xx
