Help Licences for tanning salon agh!!

Hey,
I am starting a new business and just want to double check what licences, health and safety actions i need to take in hertfordshire as i have heard of places closing due to incorrect licences and h&s inspections.

I know i need public liability insurance and if i employ more than two people i need to have a health and safety poster etc
Do i need alarms extingishers? emergency lighting?
