Matte black polish?

Does anyone have any idea where I can get these colours?

If you have a search, many Geeks are doing this effect with Shellac or Gel Polish.

Otherwise, the easiest option is to use a normal black polish with a Matt topcoat over, then apply regular topcoat or the same black polish for the tips.

China Glaze, Essie and many other companies make matt topcoats x

I have done this look with Shellac and it is very nice. However, you can also do it with Essie's matte top coat. It really works well.
