Matte top coat - gel nails?

Hi i need help.. if you are doing a set of gel nails do you do the gel top coat, cure it and then apply matt top coat or you apply the matt top coat without the gel top coat?

I use shellac so there is no matte top coat, so what I do is shellac top coat, cure, remove tacky layer, then apply a matte top coat xx

If you mean gel polish, I just use the gelish matte top coat, still a top cost it's just matte
