Nail Primer does it go off?

Hope this isn't a silly question but does nail primer have a shelf life??? Can not see it on my bottle xx

Everything goes off eventually and gets contaminated. I have seen some disgusting nail primers ,,, yuck ... All bits and dust on the bottom etc. How old is it? Is it second hand?
