Richmond, London, tech who can enhance big toenail that has fallen off!

Can anyone do enhancements on toenails that have broken off in the Richmond area of London. There is some nail left but it's small, bumpy and uneven. This is for a clients daughter and she would not be wearing varnish on the enhancement, but would like it to try to help her toenail regrow properly. Will this help? It broke off in January and there is little regrowth. Any other advise will be appreciated too.
