Still too warm

so my sister in law normally hair bleach highlights 20vol and 8.31 alternating. Through lockdown she brought a 10A box dye. (Will attach pics) she just wants to be an all over blonde now and no longer wants bleach. So today I've done 11.11 on her roots and 11.11 with 20vol on the orange band. Processed it and toned with 10.02 but its still throwing out warmth. Any suggestions on what else to use to make it an even all over blonde? Possibly something like a 9.1 all over? Or just a 9?

Stop pandering to stupid people who will happily use a box dye but are totally clueless about professional hair colouring.

You'd be better off using a scalp bleach and 3% and then tone. rather than a permanent tint or Highlift with 40vol and endless toners and more permanent tint with 40 vol etc....
