Teeth whitening concern

It's not legal to perform teeth whitening on people when not a dentist even when a 'qualified teeth whitening technician' right?
And you can't get insured to do it ever?

Is it my responsibility to report someone like that to whatever authority?
It's not a turf war thing, the person in question doesn't affect my business, I'm not being nosy or malicious I'm genuinely worried about people getting hurt and didn't know anyone to ask on the matter apart from all you pros out there x
