Hello Sunnyside ... Welcome to thesalongeek
Now brace yourself, because you may not want to hear the following advice but I'm going to give it anyway  as I do!
It sounds to me as if you want a super fast entry into the nail world for the sole purpose of doing 'nail art' which is obviously your first love.
Setting up to do airbrushed nail art is very expensive indeed and a fairly long learning curve as it takes allot of practice, equipment and skill. There is also minimal call for it because it takes too much time and is too expensive. There are a few that specialise in it but it is not generally in salons.
Using Fibreglass is almost extinct these days so not a good choice.
Getting started with a good manicure course is
the first thing you should be looking at doing as without proper preparation of the nails, nothing else you do will either last or look good. I highly recommend the Nails Naturally course from CND ... It is the best you will find. If you already have a manicure certificate then go straight to your second move below.
Second move is to get into CND Shellac and master painting which includes all sorts of nail art with additives, glitters, stencils etc. you would adore it. Using Shellac also will give you business in the meantime so you can save up for more! If you are already using a UV cured colour system then go to your third move below.
Your third move, you can attend the CND Brisa Lite classes and get into further options such as sculpting enhancements and adding solutions to clients with problem nails. AND THEN MY DEAR! YOU WILL BE IN BUSINESS and able to do the most popular services on demand today.
Last bit of advice. If you are not flush with money, then spend it wisely. Choose a career path like the one I have laid out for you and you can be on your way at the end of this year; making money as you go and starting your business with the best products and education behind you.
Ring Sweet Squared on 08452106060 and discuss with one of the friendy people there, how and where you get started. This is the best advice you'll get today!
