She means for example,
say if you wanted 20vol and only had 40vol, you could mix half 40 with half water which makes 20.
I don't do this though and wouldnt recommended others do either.. X

Use 1.9%

I was told by our wella rep that there oxidants are stabilised so if using Wella CT 4% with water would not be weakened. However she said if it was a basic oxidant from Sally's 4% it could be watered down to 1.9%
