Colouring pure white (grey) hair

Hi
My friends Mum has asked me to colour her hair blonde, she has 100% pure white, fine hair, cropped short around the back and sides with a 2~3 inch permed top.
I have never been asked to do this before and have had a total brain block lol.
I am thinking of going for 9.00 in Igora Royal with 9%, applying to mid lengths and ends on top section first.
Would this be ok or do I need to pre pigment and/or pre soften before hand.

i dont use igora but thought 6% as you adding colour !!
