What is the little bit of skin that sometimes appears at the bottom of the nail just above the epinychium and the cuticle?
Or is it just an extension of the cuticle?

Cuticle is not an area.

Cuticle (shown on the diagram as TRUE cuticle) IS the non living tissue that you describe, which is ex-foliated dead skin cells that collect under the EPONYCHIUM (which is living tissue) and sometimes appears to look like a membrane because the cells get compressed and stick together and also stick to the nail plate.

The cuticle gets pulled out from under the eponychium with the growth of the nail. Cuticle itself does not grow as it is not living.

Most cuticle wears off with work but some is protected by the eponychium until you push back and clean it off.
