I used "LOREAL TECHNIQUE Preferance permanent haircolor MEGA REDS med. intense copper auburn or MR5" with "Salon Care Proffesional 20 volume clear developer"

I think I will try to use an OTC 1% cortisone cream, that's what's recommended for allergic contact dermatitis which is what I think I may be experiencing.

I'm not familiar with this either, but it does sound like an off the scalp colour. You really need to see the doctor, I wouldn't put anything on it until you have, and please don't DIY your hair.
 
I understand that you can't see a doctor but please head for your local emergency room if your symptoms worsen.

I'd also urge you to seek the advice of a pharmacist before applying any steroids such as cortisone. They are only appropriate in the case of an allergic reaction. You may have chemical burns, which would require a different treatment. Pharmacists are highly trained professionals who specialise in dealing with non emergency treatment, and their knowledge is handed over to you for free!

Some other posters would do well to remember that if they can't say anything nice not to say anything at all. The OP knows she made a mistake, and we know nothing of her personal situation; to be telling her to borrow money, that she should go to a doctor regardless of cost etc is unhelpful at best.
