For the nailbed to reattach, should the free edge be kept longer or shorter than usual?

Stubbed my toe (very gently) and made the mistake of cutting it short on the side I hit because the nail had lifted a bit. A few months later, I accidentally cut a fingernail too short when my hand slipped. YAY.

It's been many months and NEITHER have reattached, and I'm thinking maybe it's because there's a protocol to follow that I'm not? Should they be kept short? Should they be kept long? Should I cut them EVEN shorter, to the nail bed, so that they can regrow evenly? Sounds like a bad idea...

This is what my toe looks like, for reference. Cut it short again so couldn't take a pic, drew it instead. Same principle on one of my ring fingers. I've never encountered this before. I feel like in the past the nail bed would reattach but now it...isn't. Help, it's UGLY.
