Do you normally get on well and is she a good worker?
Would it be worthwhile to offer her a contract of employment?

Is she struggling to manage financially or do you think she sees the potential to be had working elsewhere with a fixed rent, for instance?

If you offer favourable terms, she might prefer the security of working in a salon with a friendly boss and clients she knows than risking starting up in a new place and having to pay out £££ to obtain an account with the brand she trained with.

Sometimes, you need to evaluate all the possible options.
 
I wouldn't give consent either.

Are you able to tell us what the training was? [I'm getting nosey now]...how major can it be for her to do a training top up??
