Can someone advise me-basically is it safe to continue with highlights when pregnant?

It is perfectly safe. Highlighting is done in foils or mesh cap, so there is no product touching your skin.

The possible harmful products are in tints they do not exist in bleach unless the colourist is adding a toner product into the bleach mix, check.

??? There are harmful chemicals in all products.

It is perfectly safe to colour when pregnant. There is yet to be any supporting evidence that it is harmful, or evidence that it can enter the baby's blood stream. The worst that can happen is the colour doesn't take because of the increase in hormones. The best time for stable hormones is the middle trimester.
