They're hand painted with acrylic paint (white bits are actually pearl but pic doesn't show it).
 
This is an additive glitter from the springtime sparkle range and they are very fine and easy to work with

I use a gel brush that is slighty sticky picking up a small amount and dabbing it onto the tacky layer, I barely make any mess doing it like this
