Brisa Gel nail varnish and re balancing

I have recently done the Brisa conversion and I love it. I have watched the Dvd and noticed during the re balance they didn't mention prep ie removing the cuticle etc, they just added brisa bond after filing is this correct or would you still do normal prep? My guess is normal prep all the way, but i'm just checking.

Also while at college last year my tutor mentioned putting gel over a normal nail varnish, its not one of the three bases that Gel sticks to so wasn't sure about this can you advise?

Normal PREP as you thought.

I have never applied a gel top coat to nail enamel. Some say it works and some say it doesn't.

I tried the star quattro gel over nail polish on my own toes and it worked great, lasted for 3-4 weeks, only had to file off and rewew due to nail growth, no chipping etc., and this was whilst on holiday with sand, salt water, chlorine etc.

Yes I have used this too and providing the polish is totally dry it works very well but it does not work with Brisa top gloss.
 
Using a uv topcoat over enamel is best done the day after the polish has been applied, to be sure it's totally and completely dry (the polish/enamel that is) - I have found that if I apply it at the same time as the polish/enamel, when the UV topcaot (Quattro in this case) is cured, it shrinks, as they tend to, and pulls at the enamel, giving a rippled appearance which is not what I've wanted!!
My guess with Brisa would be not to do it on the same day either, particularly as you have to wipe off the sticky layer. Quattro does not have a sticky layer to remove after curing.

I'm talking about normal polish/enamels, not gel polish btw.
 
I have also be able to use polish enamal under Gel (Intense Seal Gel by IBD, doesn't have an inhibiter either) but as others said it most be very dry many hours, next day is probably better. Other wise the enamal just crackles under the Gel :)
